At least the guy was being honest. I was in San Francisco recently and did notice there was a large amount of homeless people, in fact our hotel was opposite a hostel for the homeless. I took it SF is a laid back city so the city authorities take a laid back approach, which attracts people down on their luck.
this is the part of San Francisco the tour books don’t show you, and it’s a problem that’s getting infinitely worse.
